The use of cashless payment tools and techniques have become increasingly important in recent years. As a result, also the use of fuel cards and contactless toll payment devices is growing steadily across Europe.
These devices provide a convenient, cashless payment option for drivers of road transport companies to fund highways, road sections tolls, and refueling. At the same time, they allow fleet managers to have greater control and restrictions on drivers / vehicles, on the type of purchases, number of transactions, frequency, and location.
Increased risk of frauds
However, the increased use of these tools has also attracted the interest of fraudsters and increased the risk of fraud. The number of fraud incidents has increased significantly across Europe in recent years, as more and more transactions take place online and the value of each transaction increases.
Criminals are also using increasingly sophisticated techniques to obtain data from cards and billing devices. Considering this, it is particularly important for companies to pay proper attention to fraud prevention – on both fleet management and driver level.

Types of fraud cases
Without the need for full detail - from the point of view of participants - we can distinguish between external and internal offenses (third-party, criminals or involvement of the card user/owner).
- Fraud:
- Hidden skimmed or copied card /card data (at corrupted pump card readers, portable skimmers are used at truck-stops, rest stops, cafes frequented by Haulage companies)
- Lost and stolen card fraud (with PIN or easy PIN, stolen cards might be used fraudulently)
- Card misuse
- Site collusion: charging more for the fuel, or paying without a real transaction behind - it assumes cooperation between driver and fuel station staff
- Driver collusion: driver actively sells the card details to the fraudster
- Misuse: when employees use company’s resources for personal purchase (refuel a personal vehicle or a friend’s or family member’s vehicle paid by company fuel card).
- Slippage: when an employee uses corporate resource for a non-authorized product (e.g. fuel card for food and beverages however the card is not valid to pay for these items, and falsely reported as fuel purchase).

But it is very important to emphasize that the card holders / users also have a high responsibility for the safe handling of cards.
